{"id":163,"date":"2020-03-28T14:56:04","date_gmt":"2020-03-28T14:56:04","guid":{"rendered":"https:\/\/www.competitionreview.in\/blogs\/?p=163"},"modified":"2020-03-28T14:56:21","modified_gmt":"2020-03-28T14:56:21","slug":"india","status":"publish","type":"post","link":"https:\/\/www.competitionreview.in\/blogs\/2020\/03\/28\/india\/","title":{"rendered":"INDIA"},"content":{"rendered":"\n<p class=\"has-text-align-center\">News, Views and Analysis<\/p>\n\n\n\n<p class=\"has-text-align-center\">Centre, Assam\nGovernment And Bodos Sign Historic Pact To End 50-Year-Long Movement<\/p>\n\n\n\n<p class=\"has-text-align-center\"><em>Union Home Minister Mr. Amit Shah presides over\nthe signing of historic <br>\nBodo agreement on January 27, 2020 in the presence of Assam Chief Minister\nMr.&nbsp;Sarbananda Sonowal among others.<\/em><\/p>\n\n\n\n<p>In a path-breaking move, a tripartite agreement\nwas inked between the Centre, Assam government and Bodo representatives on\nJanuary 27, 2020. The accord aims at ending the 50-year-long Bodo movement in\nAssam that killed 4,000 people and saw several rounds of ethnic tension.\nImportantly, the latest accord\u2014it is actually the third agreement signed with\nthe Bodos till date\u2014sees Bodo outfits dropping their demand for a separate\nstate in favour of more autonomy and development assistance. The Bodo\nrepresentatives comprised all factions of the National Democratic Front of\nBodoland (NDFB) and the All Bodo Students\u2019 Union (ABSU). <\/p>\n\n\n\n<p>The New Bodo Accord augurs peace. All\nstakeholders should now avoid moves that revive separatist sentiments in\nNortheast India. In this respect, the Bodoland Territorial Areas Districts\n(BTAD) will be reconstituted by including new Bodo-dominated villages and\nexcluding those with predominantly non-tribal populations. Bodo language will\nbe notified as an associate official language. Meanwhile, as part of the new\naccord, a total of 1,615 cadres of all four factions of NDFB\u2014NDFB (Dhiren\nBodo), NDFB (Progressive), NDFB (Ranjan Daimary) and NADFB(S) laid down their\narms before Assam Chief Minister Mr. Sarbananda Sonowal at the Guwahati Medical\nCollege Hospital auditorium on January&nbsp;30, 2020. As part of the pact, Rs.\n1,500 crore shall be released over the next three years for Bodo areas. <\/p>\n\n\n\n<p>While all of this is positive, the accord\ndoesn\u2019t factor in one critical fact\u2014that the majority in the designated Bodo\nareas are non-Bodos. Even if the Bodoland Territorial Area Districts (BTAD) is\nreconfigured, this fact is unlikely to change. As per the new accord, the BTAD\nwill be renamed as Bodoland Territorial Region (BTR and number of seats in BTAD\nwill be increased from 40 to 60.<\/p>\n\n\n\n<p>And with land being at the core of the Bodo\nmovement, not bringing on board the non-Bodo population could see a repeat of\nethnic tensions down the line. The agreement provides political and economic\nbenefits to the tribal areas without seeking a separate Bodoland state or union\nterritory. The tripartite agreement has been signed by Assam Chief Minister Mr.\nSarbananda Sonowal, the leadership of four factions of NDFB; Mr. Satyendra\nGarg, Joint Secretary, Ministry of Home Affairs and Mr.&nbsp;Kumar Sanjay\nKrishna, Chief Secretary of Assam. This agreement will ensure the bright future\nof the people of Assam as well as the Bodo tribe.<\/p>\n\n\n\n<p>Bodo tribes will get political and economic\nbenefits after this agreement. The agreement will provide some political rights\nand some economic packages to the community. The agreement will ensure the\nsafety of the Bodo language as well as Bodo cultural and regional matters.\n\nThat said, if the accord delivers what it promises, it would lead to the\nend of one of Northeast\u2019s long running insurgencies. But for the Northeast to\ntruly enjoy fruits of peace and development, and become a bridge between India\nand Southeast Asia under New Delhi\u2019s \u201cAct East Policy\u201d, other insurgency\nmovements too need a negotiated settlement. The big one of course is the Naga\npeace talks which seem to have stalled after New Delhi signed a framework\nagreement with Naga group NSCN (I-M) in August 2015. Integration of all Naga\nhomelands, and the use of the Naga flag and constitution\u2014called Yezhabo\u2014are\nsticking points here. But what comes as an additional obstacle to Northeast\npeace in recent months is the BJP\u2019s Citizenship Amendment Act or CAA push,\nagainst which Assam is protesting and which has the potential to revive dying\nseparatist movements.
